Tropical depression 23W is forecast to strike the Philippines as a tropical storm at about 16:00 GMT on 11 November. Data supplied by the US Navy and Air Force Joint Typhoon Warning Center suggest that the point of landfall will be near 16.1 N, 122.6 E. 23W is expected to bring 1-minute maximum sustained winds to the region of around 83 km/h (51 mph).
