Talks between Kosovo’s ethnic Albanians and Serb officials on Monday failed to produce an agreement on a system of local government for the disputed Serbian province. The discussions in Vienna are part of U.N.-mediated negotiations aimed at resolving the status of the territory, which has been under U.N. administrative control since the end of the war between Serb forces and ethnic Albanian separatists in 1999.
