Amid real threats to key East Coast financial centers, Virginia and California will game out responses to simulated terror attacks this week, Gov. Mark R. Warner said Monday. State, local and federal counterterrorism and emergency response agencies in Virginia will respond to seven fictitious scenarios that include the release of deadly sarin gas on a cruise ship docked at Norfolk and a Richmond-area elementary school. A natural-disaster scenario is also possible in a state ravaged a year ago by Hurricane Isabel.
