An independent investigation has concluded that an airplane black box shipped from Africa a decade ago and discovered this year in a locked United Nations file cabinet was not linked to the crash in 1994 that killed the presidents of Rwanda and Burundi and set off the massacre of hundreds of thousands of Rwandans. Embarrassed officials at the United Nations admitted in March to having uncovered a cockpit voice recorder after the French newspaper Le Monde said one had been sent to New York after the crash and suggested that it was the one missing from the plane of President Juvénal Habyarimana of Rwanda. The United Nations Office of Internal Oversight Services said Monday that extensive examination of the device and its 30-minute tape had concluded that the recorder was neither from the crash nor contained any relevant information about it.
