The Department of Homeland Security said that it determined within an hour that today’s widespread power failure in the eastern United States had not resulted from a terrorist attack and that the Bush administration had moved quickly to offer assistance to state and local governments. While acknowledging that the power failure demonstrated the vulnerability of the nation’s aging electrical grid, senior administration officials said that federal emergency-response procedures put into place after Sept. 11, 2001, had worked smoothly. The Homeland Security Department said that as of early evening, no state or local government had requested federal assistance, suggesting that the crisis had been brought under control without the need for the federal government to intervene.
