Emergency measure is expected to sail through Congress, but also to intensify the debate over the president’s tax-cut proposal. President Bush plans to ask Congress for nearly $75 billion to pay for the war against Iraq, strengthening antiterrorism defenses at home and other related costs, the White House said Monday. The spending measure would cover these expenses to the end of this fiscal year — Sept. 30 — according to a senior administration official who briefed reporters Monday.
