This article clearly highlights the shortcomings — pointed out in reports following the terrorist attacks on September 11, 2001 — have not been fixed in the agencies involved in one of the attacks. Specifically, the need for:

1) Federal, State, and local public safety personnel to share and coordinate information regarding threat intentions and potential;
