The recent communiqu? issued by al-Qaeda leader Osama bin Laden exhorting jihadists to continue their guerrilla and terrorist attacks against US and other Western forces in Iraq ; calling for a popular uprising and militant confrontation with what al-Qaeda views to be a corrupt and apostate Saudi ruling regime ; and telling his Islamic extremist audience to work to deprive the US and its Western allies of Middle Eastern oil, coupled with this weekend?s rash of terrorist bombings and sabotage of oil pipelines and infrastructures in Iraq and the call from the Saudi wing of al-Qaeda to attack oil infrastructure in the Kingdom would seem to reveal a key mechanism of bin Laden?s dual-tracked command and control arrangement of al-Qaeda global terrorism.

Referencing the description of al-Qaeda?s structure and operations found in last week?s WAR Report?that comprised of both a core leadership and operations group dedicated to conducting ?spectacular? attacks, surrounded by a globally nebulous network of Islamic extremist groups, some closely associated with, loosely affiliated with, or inspired by, al-Qaeda?s jihadist ideology?the communiqu? and the responding attacks seem to illustrate the dynamics through which bin Laden guides al-Qaeda terrorist attacks globally.
