When European leaders met at a summit meeting last week, the formal dinner was organized by the current holder of the European Union’s presidency – Slovenia – and the menu featured carefully selected national dishes. Unfortunately, the French president, Nicolas Sarkozy, was in the mood for an omelet, and chefs were ordered to search out ingredients and produce one in a hurry. The dinner concluded, Sarkozy convened a midnight press conference at which he claimed that his plan for Mediterranean cooperation was the third big French initiative to be adopted by the EU in a year.
