The Organization for Security and Cooperation in Europe (OSCE) has rejected what Russia describes as new concessions in the quarrel over conditions for monitoring Russia’s presidential poll. The OSCE says the Kremlin continues to impose too many restrictions to make any monitoring of the March 2 vote meaningful.
