Philippine military chief Hermogenes Esperon on Friday proposed a three-year ceasefire with communist guerrillas to allow for the resumption of stalled peace talks. He told reporters he has “informally” discussed the proposal with senior security advisers to President Gloria Arroyo, who has called for the 38-year Maoist insurgency to be largely contained by the time she leaves office in June 2010.
