Top military officials from North and South Korea began talks Wednesday on a joint fishing zone and other projects aimed at improving ties between the rival nations. Generals discussed ways to allow fishing by both countries around their disputed maritime border off the Korean peninsula’s west coast, said Col. Moon Sung-mook, spokesman for the South’s delegation.
