Prime Minister Gordon Brown of Britain made an unannounced visit to southern Iraq on Sunday to address his nation’s troops as they prepared to hand over the region to Iraqi forces later this month. Britain plans to give up its remaining control over the oil-rich port city of Basra to Iraqi forces in mid-December, the last of four regions of southern Iraq it occupied after the 2003 invasion.
