European Union foreign ministers said Monday they were close to reaching a united stance on recognising Kosovo should it move to independence, despite deep concerns from Cyprus. At a meeting in Brussels, major European powers tried to drum up wide EU support for recognising any independence declaration by the Serbian province, and secure a commitment to deploy a civilian mission to ease the transition.
