Congolese Tutsi rebels loyal to a renegade general attacked an army brigade headquarters in eastern Democratic Republic of Congo on Wednesday, forcing thousands of civilians to flee, U.N. officials said. The attack was the latest outbreak of fighting to hit conflict-torn North Kivu province, where insurgents led by rebel General Laurent Nkunda have been resisting a government order to disband and integrate into the national army.
