This Central Asian nation’s leader signed a decree dissolving parliament on Monday after voters overwhelmingly approved a referendum a day earlier calling for sweeping constitutional changes. President Kurmanbek Bakiyev acted after the country’s electorate approved the sweeping constitutional changes mandated in Sunday’s ballot.
