The European Union launched talks Monday to finalise a treaty of badly-needed reforms, amid concerns that Poland might open a political can of worms by demanding major changes. The so-called intergovernmental conference (IGC) began with a short ceremony by EU foreign ministers, at which the 27-country bloc’s Portuguese presidency handed out a first official draft of the new treaty.
