Venezuela’s President Hugo Chavez flew into diplomatically isolated Belarus yesterday after a visit to Moscow during which Russia said it could sell five submarines to the Latin American state. Chavez arrived in Minsk for expected talks with President Alexander Lukashenko, who has been declared persona non grata in the European Union and the United States in retaliation for what Western governments say are his repressive policies.
