A Port Arthur man with a contagious form of tuberculosis was on the loose Wednesday, despite a judge’s order for him to undergo confinement and treatment at a San Antonio facility, according to court documents and a city official. Port Arthur health officials refused to say whether the man, identified in court documents as Lemone R. Yowman, 32, carried the drug-resistant form of TB that created a recent international scare.
