The United Nations handed over to Sudan on Friday detailed plans for a Darfur peacekeeping force of more than 23,000 troops and police to protect civilians and use force to deter violence. The so-called African Union-U.N. “hybrid” force was to be endorsed later on Friday in a statement by the U.N.
