Colombia’s second-largest guerrilla group is ready to “immediately” begin talks to reach a cease-fire with their country’s government, a top rebel leader said Monday. Pablo Beltran, head of a delegation representing the National Liberation Army, or ELN, said rebels could agree in discussions opening Tuesday to lay down their arms as an “experiment to create an environment of peace.” But rebels would demand that government forces call off anti-insurgent forces in return, he said.
