Canadian authorities released on Friday, under strict restrictions, an Egyptian man suspected of belonging to an Islamic Egyptian group with tight links to Osama Bin Laden’s al Qaeda. Federal Court Judge Carolyn Layden-Stevenson determined in a decision on Thursday that the man, Mahmoud Jaballah, was “a danger to national security” but had him freed under conditions intended to neutralize what she termed a continuing threat.
