Islamic militants who briefly held top peace negotiators hostage last week are to help the Philippine government develop strife-torn Jolo island, an official said Thursday. The government’s chief peace negotiator, Jesus Dureza, said he secured the commitment from Moro National Liberation Front (MNLF) leader Habier Malik to give access to government workers to remote villages on the impoverished island that has long been a breeding ground for terrorist cells.
