Millions of Filipinos packed cemeteries Wednesday for All Saints’ Day, which security officials described as generally peaceful. In Metro Manila, police struggled to cope with surging crowds streaming into the city’s 63 cemeteries as they checked bags and conducted body searches for weapons.
