South Asian governments are failing to provide millions of people in the region with basic health and education services, clean water and sanitation, aid agency Oxfam International said on Thursday. Poor infrastructure, inefficient public delivery systems and the widespread subjugation of women across South Asia mean a litany of problems blighting the region remain unsolved, Oxfam said in a report.
