Political leaders struggled on Sunday to end a stalemate over plans to divide Iraq into federal regions, an issue that is intensifying ethnic and sectarian violence. Three car bombs in Baghdad and another in Tal Afar, all targeting Iraqi soldiers or police, killed at least 10 people. The attacks occurred a day after Sunni insurgents marked the start of the holy month of Ramadan with a strike deep inside a Shi’ite area of the capital that killed at least 34 people and injured at least 35, many of them severely burned.
