A court ruled that five people detained without charge for almost three weeks may be held another seven days for questioning in what the police have described as a plot to set off explosions on airliners flying to the United States from Britain. It was the first time any suspects had been held into a fourth week under new counterterrorism laws that allow for a maximum of 28 days’ detention without charge.
