Brazilian police on Thursday here arrested 21 people allegedly linked with the First Capital Command, or PCC, prison gang, among them a female lawyer for the head of the violent group, authorities said. The PCC is the criminal organization that in May launched a wave of violence in Sao Paulo state that left at least 133 people dead, according to official tallies, and it resumed its bloody campaign against the authorities in early July, killing eight people.
