The city convention center was a sea of fatigues Monday as about 100 Texas National Guard members were briefed before heading out to their assignments assisting U.S. Border Patrol agents around the Rio Grande Valley. It was the second phase of Guard members to arrive in the heavily trafficked sector as part of President Bush’s “Operation Jump Start” plan to bolster the ranks of border enforcement by 6,000.
