A two-day Africa summit meeting opened near here on Saturday with a call for urgent action to defuse conflicts in Somalia and the Darfur region of Sudan, but diplomats said there was little chance of much progress on either issue. “Today we are urgently and seriously called to address the situation in Darfur and in Somalia,” said Alpha Oumar Konaré, a former president of Mali and the chairman of the African Union Commission, in his opening address to the 53-member African Union.
