Indian Kashmir’s summer capital was under tight security following deadly attacks by rebels and ahead of peace talks by the prime minister that will not include a key separatist group. Prime Minister Manmohan Singh was due to arrive in Srinagar Wednesday for two days of roundtable talks with political leaders linked to peace efforts in the restive region.
