An American released Sunday after serving time in Afghanistan on charges of torturing people in an illegal jail appeared in federal court Thursday to press a lawsuit that accuses the State Department and FBI of instigating his arrest and conviction. Edward Caraballo, a freelance cameraman, told U.S. District Judge Emmet G.
