The commander of British forces in Afghanistan said that his troops were not going looking for trouble as 3,300 of them moved into the troubled southern Helmand province. Brigadier Ed Butler denied there were plans to tackle insurgency with pre-emptive strikes as the deployment arrived to support reconstruction efforts.
