Outgoing Prime Minister Thaksin Shinawatra moved quickly Wednesday to put the burdens of office behind him, cleaning out his desk and appointing a Cabinet colleague to serve as a caretaker leader until a new government is formed. Thaksin announced Tuesday night that he would not serve as prime minister following a weekend election in which his party got most of the votes but millions abstained from casting ballots as part of a continuing protest of the Thai leader, who has been accused of corruption and abuse of power.
