A suspected al-Qaida terrorist charged in a 2002 grenade attack in Afghanistan appeared Tuesday before a military tribunal, but the judge would not tell the defense attorney which laws would apply in the rarely used proceedings. Abdul Zahir sat at the defense table, wearing no handcuffs and appearing relaxed inside the tribunal building perched on a hill on this U.S. military base during the brief pretrial hearing on charges that include attacking civilians, aiding the enemy and conspiracy.
