FBI Agent Testifies at Moussaoui Trial
If Zacarias Moussaoui had confessed his al-Qaida membership and his terrorist plans to federal agents in the weeks before the Sept. 11, 2001, attacks, the bureau could have stepped up its investigation on multiple fronts, a former FBI agent testified.
