The Federation Council on Wednesday unanimously approved a counter-terrorism bill that would allow the military to fire on civilian airplanes and ships hijacked by terrorists. Defense Minister Sergei Ivanov will have to issue a secret order to clearly define standard operational procedures and designate responsible officials to deal with such situations, Viktor Ozerov, the chairman of the Federation Council’s Defense and Security Committee, told reporters after the vote.
