A United Nations report said Tuesday that cuts in Palestinian financial aid could quickly lead to a crisis in basic services, including education and health care, and further cripple the economy. The United States and European governments say they do not want to send money to a Palestinian Authority government led by Hamas, but that they will continue with assistance to the Palestinian people. Yet the Palestinian Authority runs schools and hospitals, maintains water and electricity networks, and provides other services that would struggle if the Palestinian government could not provide the money to run them.
