The issue of security is no doubt at the heart of international concern for Liberia’s reconstruction and yet it seems the least worried about. International arrangements placed governance ahead of security, making the 15000-strong UN peacekeeper, UNMIL, state security. But UNMIL is relegating the safety of Liberia’s postwar, disintegrated, and highly volatile communities to the newly-restructured and yet-to-be-armed police service. Full Story
