Tongsun Park, the South Korean lobbyist who is accused of illegally assisting Saddam Hussein’s government in dealings under the United Nations oil-for-food program, was apprehended in Mexico City on Friday and then flown to Houston for his arrest by American authorities, United States officials and Mr. Park’s lawyer said Tuesday. Mr. Park was formally arrested by F.B.I. agents late Friday morning when he arrived at Bush Intercontinental Airport on a commercial flight, F.B.I. officials said.
