A surge in suspected rebel attacks is straining Sri Lanka’s 2002 ceasefire and the country might be drifting toward a return to civil war, the head of the island’s Nordic truce monitors warned on Thursday. Sri Lanka Monitoring Mission head Hagrup Haukland appealed to the government and the Tamil Tiger rebels to hold peace talks.
