The United Nations strengthened its whistle-blower protection policy for its employees as member governments voted to establish a new peace-building commission to oversee post-conflict reconstruction efforts in the world’s worst trouble spots. The two initiatives marked the most tangible achievements from a September summit of world leaders on the United Nations and poverty. Action has been delayed until next year on more ambitious and controversial proposals, including the creation of a human rights council, the completion of negotiations on an anti-terrorism convention and a plan to increase oversight of U.N. activities.
