Russian security forces finished suppressing the latest large-scale insurgent raids in the turbulent North Caucasus region on Friday, but not before at least 108 people had been killed and many more wounded in two days of skirmishes in the city’s law enforcement buildings and streets. The fighting ended as troops freed at least nine hostages from Islamic insurgents in early morning gunfights here and then stormed a final group of insurgents who had been holding out in garages at the city’s edge, killing them all, officials and witnesses said. Although the boldness and tactical coordination of the insurgents’ attacks underscored the fragility of Russia’s control over its own southwestern corner, the security forces’ response was more successful than in other recent cases.
