Congress last week approved legislation that would fund the Department of Homeland Security next year, sending it to President Bush for his signature. The Senate passed the $31 billion bill by a voice vote, while the House approved it 347-70. The bill increases funding for border protection and cargo security, but reduces homeland security grants and changes how the grant money is doled out. Full Story
