The Arab League warned Saturday that civil war “could erupt at any moment” in Iraq, saying it hopes to help stop the country sliding into chaos as tensions rise ahead of a historic vote on a new constitution. But the league may not be entirely welcome in a new Iraq where a Shiite-Kurdish majority is embittered by the predominantly Sunni pan-Arab group’s silence over Saddam Hussein’s crimes against the two communities and its indifference to groups that opposed his regime from exile.
