American fighter-bombers launched airstrikes in northwestern Iraq near the Syrian border Tuesday morning for the second time in a week, destroying three houses in an area that has experienced intense fighting between American forces and insurgents, United States military officials said. Interior Ministry officials, citing reports from residents in the area, said the airstrikes had killed more than 40 civilians, mostly members of an extended family who had sought shelter from the bombings.
