The Palestinian prime minister, Ahmed Qurei, said Sunday that Hamas and other factions had been invited to join the Palestinian government as it prepared to take control of areas evacuated by Israel in the Gaza Strip. However, Hamas has not decided whether to accept a role in a national unity government, and it is pressing for parliamentary elections, in which it is expected to make a strong showing at the expense of Fatah, the movement that dominates the current Palestinian leadership.
