The Iraqi defence minister vowed to regain the upper hand against insurgents as the death toll this month neared 500, mostly due to a bombing campaign which the US blames on Abu Musab al-Zarqawi, Al-Qaeda’s top man in Iraq.Saadun al-Dulaimi, the newly appointed defence minister, promised that his security forces would fight back to stem the surge in violence. “We are going to meet commanders on the ground, resolve the problems they are facing and do everything to make sure they bring order back to Iraq.
