A North Korean nuclear weapons test would seriously damage South Korea’s economy, but Seoul says it is confident that, rather than let off a bomb, the North will return to talks on ending its atomic ambitions. North Korea declared on Wednesday it had removed spent fuel from a nuclear reactor, a process that could yield more material for atomic weapons.
