A federal judge is considering for the second time in three years whether to accept a guilty plea from Zacarias Moussaoui, the only person in the United States charged in connection with the Sept. 11 terrorist attacks. U.S. District Judge Leonie Brinkema’s decision is expected to hinge on whether she believes Moussaoui is mentally competent to make the decision, lawyers who have followed the case said Tuesday.
